As one use items are silly overpriced in 5E, let's borrow much of the System from 3rd for pricing. Since its consider 3.75, we can borrow most of the SRD used for Pathfinder.

Pricing will work out to The Spell Level x The Minimum Caster Level x 25 gold, just using the base is fine. This can work even for hybrid classes that may learn spells at separate rates.

These are the selling prices. This will serve as the base for calculating the time to create each item. That said, the actual cost is half the selling price. Remember, only one magic project may be worked on per day.
Scroll creation in 5E is skill based. The Arcana skill is used for Arcane magic scrolls. Religion is used for the proper prayers for Divine Scrolls.
Typically only a spellcaster of a proper class may use the scroll. For example, even though it is Arcana based, a Wizard may not cast from a Bard, Sorcerer, or Warlock scroll, without an Arcana Skill check. A Religion check will not allow an Arcane Caster to Cast a Divine Spell, unless it is a class feature. An Arcana check will not let a Divine Caster cast an Arcane Spell, unless it is a class feature.
Further, the caster may only cast spells that are within their casting level. They may not cast something above their casting level without a check.
Rogues do have some subskills that allow them to attempt to use any magic item. These ignore the Homebrew usage rules where appropriate.
If a caster attempts a scroll of a higher level than they can cast, it can be attempted at the difficulty level of 2 times the spell level. For example a 9th level Wish spell would be cast at difficulty 18.
If a casting is attempting for a class that the caster is not a part of, the difficulty is 3 times the spell level. It will also be cast at disadvantage.
For example a 9th level Wish spell would be cast at difficulty 27, with disadvantage.
A failure burns the scroll. A natural "1" will result in a spell mishap, use the chart below.
Any spell book page can be used as a scroll. This will cause the spell to disappear.
Scrolls are not limited to the traditional look. They can be placed on Business Cards, Gaming Cards, Sutras and other items that will burn out of existence when used.
