The quiet genius of this one is that it's a subtle flip of the majority of Shonen, done in a adult format. The character Ayaka, in most cases would have been an under spoken Shonen character, such as Bleach's Ichigo Kurosaki.
In an average anime, the world's bullies would have been male bullies. Here they are just goons for their female masters. Famous example below:
In this case, the world presented is one in which the women in power have the ability to warp reality itself. Put in Table Top Role Playing Game (TTRPG) terms, the magic presented is no less than the effects of a wish spell from DND or the warping of reality from Mage the Ascension.
That is assuming we are in the world proper. In Planescape speak, we could be in Limbo's Chaos itself as the plane of existence warps a concept out of control through sheer chaos. It doesn't have to be all chaos storms or the ten thousandth retelling of Alice in Wonderland.
Seriously, dear DND players, if you ever wanted to picture how warped Limbo can be, think about your characters going from their dark ages fantasy setting to a something as average as normal as an everyday modern Urban Drama or High School story, with no one noticing what else going on. This Anime is trucking along in the background with exploding buildings counts that rival a Godzilla movie and rabbit robot armies clashing.
In the World of Darkness setting, this could be something from the Dream Realm. I think it would be something limited to the High Umbra, which could even be something from Changeling the Dreaming.
Ok, I'm going back to the story, with apologies who don't understand what I said above. In the anime, the supernatural world is at war. Witches are the absolute power houses behind it.
There are the Workshop Witches that defend humanity. They crowd around cities, making interdimensional deals with the city's spirits, to maintain the sanity of humanity.
There are the Tower Witches who couldn't care less if they destroyed the world. The Tower Witches also tend to be divided into competing factions that are just as likely to destroy each other as clash with the Workshop Witches.
The armies that clash are a reality that their masters prefer. The marks of what these young women would do with that reality bending power are everywhere.
This is not just limited to normal soldiers. The look of how these witches would want reality to bend is everywhere.
After all, let us not forget the Stuffy Mecha clashes. Some science fiction based Robotech or Evangelion this is not.
Placing different bad people, in the same places, doesn't mean they suck any less. There is a quiet here satire that's worth reading the room over.
There is a lot going on under the surface. You might actually want to read the wiki to get a better context and I am sure the manga fans were made this one was as short as it was, because a lot of story is missing.
That said, this could be looked at as a fun summer movie. The sheer chaos is completely worth the ride.
