The Original Ghost / HAUNT Constitution:
The Uniform Code of Imperial Justice (The HAUNT / Ghost Constitution)

In the course of serving the Empire, it becomes necessary, due to the transitional nature of an
evolving organization to structure itself to deal with the worst shortfalls it can face. These shortfalls can
be caused by metaphysical changes to the universe (game updates), tragedy, unforeseen economic issues,
unforeseen guild issues, fear caused by natural transition of leadership, the conflicts caused by
different personalities, or unintended misdirection by individuals. Therefore, we hold to the following
structure that we might continue to hold onto everything we have accomplished and in doing so,
position ourselves to achieve our dreams and then reach heights that are yet undreamed of.
The guild must therefore organize itself into sections that will allow for the maximum benefit to
each individual member and in turn allow each member to participate to the best that they are willing and
able to. It is the nature of Ghost that it fall under a single supreme leader and a council of leaders that
as a group move as the judicial, legislative, and executive branch together. We are fully aware that no
attempt at anything resembling a guild democracy has ever effectively been implemented, and it's very
nature is contrary to the quick decisions necessary to allow a guild to grow and survive. This was the
central failing of the Old Republic and in trying to keep it alive as much as possible, this has been the
cause of the cancer and aging of our great father, Emperor Palpatine. Thus we have no wish to revisit
these past faults, yet we also need a way of effectively dealing with issues as they present
themselves, as bad or shortsighted decisions are made on the part of leadership; therefore, let us define
how Ghost is really structured formally, so no group fails to see, how important they are to the
organization and how important the others are to the organization. It is the nature of men and women to
only see things from their own viewpoint, it is the duty to the Empire and this family called Ghost, to be
above such shortsightedness.
The governmental bodies of Ghost are as follows and are all members of the council. It should be noted for
council votes, one person only counts for one vote and a person may not have multiple votes do to alternate
characters or multiple positions. Without a 2/3 majority vote the decision of the Supreme Leader or
the person who's authority is being questioned stands, 70% of the active guild officer players (those that
have logged on in the past 3 days), are required to vote at all and the request for a vote must be logged,
in the Ghosttown forum: The Post, so everyone has a fair chance to attend, as well as, express there views
in emails to the individual leaders. Votes may only be done in times that are not in crisis and may be called
at any time, within 24 hours on an issue, no more than once a day, this is not an exercise in pettiness and
those trying to abuse the system will be removed from leadership positions as quickly as possible. The
system exists to stop decisions that would have a negative impact on the Ghost family and for that
reason alone:
1.The Supreme Leader: The fast decision maker, leadership arbitrator, and vision guider for the whole
guild, this burdensome position is both master of the guild and servant to the entire guild. This is the
person to whom all the hate directed at Ghost falls on and this is the person to whom all blame is normally
targeted. This being the case, the supreme leader has the ability to take charge of any event another leader
is not specifically designated to do and can act in the place of another leader in event of emergency or
in the event of the absence of said leader for more than 48 hours. This is one of the four persons that
the city should place as the secondary on the admin of all structures to ensure payment in the event of a
members emergency. The Supreme Leader has the right to request funds from the Mayor as long as it does not
dip the treasury below the10 million credit mark.
All appointed officers are designated by the Supreme Leader with ratification by 2/3 of the leadership
council. If ratification is not given a new nomination may be designated by the Supreme leader until the
position is filled by the2/3 vote requirement. The only exception to this is squad leader officers that
are designated by their units; however, a squad that completely abuses the rules of Ghost isn't beyond
repercussion, the Supreme Leader can ban them for blatant breaking of this documents rules and intent;
however, in turn, abuse of this on the part of the Supreme Leader here or any other issue will likely
have the consequences stated below.
The Supreme Leaders word is effectively law, unless it contradicts the Imperial policies set herein, or
unless a called decision is overridden by a 2/3 or more majority vote on the part of the other leaders. A
Supreme Leader may be unseated at any time by a called guild vote or by 3/4 vote on the part of the
leadership council, such action reflects extremely poorly on Ghost, so it should be only done in the
event of a horrible act of incompetence on the part of the leader, the election, outlined below, would
proceed normally afterwards. Leaders however may be replaced for less dramatic reasons. In the event of
the normal loss of a Supreme Leader, another may be put in place by nomination and majority vote of 2/3 of
the leadership council, if this takes multiple elections to do so, the top two candidates may after
the first election campaign for the position by approaching the leadership with what they plan to do
and how they plan to aid Ghost as a whole. The Supreme Leader, who is simply stepping down, has the right to
designate their replacement with a called vote for 2/3 approval, without an election and this is the approved
method, if the authority cannot be placed then the election is held as described by unseating, with the
proposed replacement as an automatic candidate.
2.The Second: The individual empowered to act for the supreme leader in the event of his absence or
abdication. This is not a replacement position for Supreme Leader, though the Second may politic for the
Supreme Leader position, after an abdacation. The Second is subject to all the same rules and
restriction as the Supreme Leader with the exception that this is an appointed position by the Supreme
Leader that may be renewed or removed by the Supreme Leader. In the event of abdication the Second acts as
the Supreme Leader only until the new leader is chosen, and may be removed or renewed by command of
the new Supreme Leader. This is one of four persons that the city should place as the secondary on the
admin of all structures to ensure payment in the event of a members emergency.
3.The Mayor: The elected head of the militia and city affairs, this is one of the most burdensome and
powerful positions in Ghost. The mayor is responsible for everything a traditional politician is and is the
final word on how city actions and city (publicly owned) objects should be placed or maintained, unless
overridden by 2/3 of the leadership council. It is the nature of the galaxy that a mayor may be replaced only
by election and it's preferred that such transitions are done respectfully and in a positive manner,
whenever possible. The mayor has the right to call on raid squads for help in times of emergency. The mayor
has the right to ask the city leader for donations and dedicated Mok raids whenever the city treasury is at
the 2 million credits mark (which hereafter is to be considered critically low), this burden of city
support will fall directly on the leaders not new recruits. The city treasury ideally should have 2.5
million or more credits in it and the mayor is literally the bank for the guild, all withdraws need
only be marked as Ghost Improvements. The mayor's money is used to buying forts, buying city defenses,
buying buildings, maintaining buildings, and the mentioned duties of this constitution (such as doctor
and entertainer salaries, reimburse through the Medical leader and the City Entertainment Leader, the
bounties placed by the Security Chief, etc...). Due to the unfair and unequaled burden placed on the mayor
for these jobs he is further granted a salary of 50,000 credits per week and is the only official to be
granted so. This is one of the four persons that the city should place as the secondary on the admin of all
structures to ensure payment in the event of a members emergency.

The War Leader is now charged that as soon as the bases can be tuned, Ghost will now begin daily raids on rebel targets, going from defense to offense as much as possible, the War Leader is to assemble a core group of 12 to 20 elite class players, fully buff them (request for the funds from the Mayor or Supreme Leader), and unleash them as close to daily as possible, whenever the bases have gone safe. This is a counter against the negative attention we have received since losing our bases, the conduct of this elite raid squad should be simple, kill them all, but do it nicely, we're about to improve Ghost's image by becoming absolutely feared again, not wallow it through the mud from trashy actions that will damage it further, the War Leader will insure that we go in like a champion team and be at the rebel whiners senseless nightly, we don't have to talk trash when we pawn them by action, be nice, but beat the piss out of them, soundly and nightly, farming them faction dry, until they go into hiding again. This is charged to be an offensive group, race to rescue Imperial bases actively under attack, but do not baby-sit...
Ghost is at War. Let's take the fight to the enemy once again...
5. The Manufacturing Leader: The guiding hand of the manufacturing efforts of Ghost, this position is of growing importance since the Jedi quests have left the manufacturing fields filled with hollow and untalented grinders rather than the craftsmen of old.
Without a steady leader, Ghost will eventually follow what is already happening withthesmaller guilds, we will be unable to provide ourselves with the basic tools for war, city needs, and our own individual goals; therefore, it is essential that Ghosttown be a center for manufacturing of every type and that these crafters be happy being in Ghost.
Most crafters are not pvpers, but without crafters, no pvp can occur; therefore, any crafter who designates themselves non pvp on the web page and to the manufacturing leader is not subject to the war calls, period.
Due to the limitations of quickly sending out war messages, we cannot stop them from getting war updates, but they do not need to respond, they are a critical enough part of the team doing what they do. In this vein, the manufacturing leader helps direct and grow the number of crafters in the city, so that Ghost may have the greatest capability and items in the game.
It's hard to think of a reason why, but if the manufacturing leader comes up with a plan the council cannot agree with, he may be overridden by 2/3 majority. The manufacturing leader coordinates with the Hunt Master and the Resource Master to ensure proper stocks are maintained for his charges.
Due to the extremely fragile nature of tourism and regular buyers, the Manufacturing leader has veto power on any mall house move, even over the city planner,the mayor, and Supreme Leader, he may only be overridden by 2/3 majority though the reasons for this are unforeseeable at this time. Due to the need to make sure Ghost's manufacturers get a fair chance to compete the manufacturing leader also gets veto power over any commerce leaders proposal to bring in foreign Imperial vendors and may only be overridden by 2/3 majority vote.
6. The Hunt Master: This is the guiding hand for the gathered resources needed for manufacturing items and doc supplies for Ghost's interests. The long standing shortages have made it very clear that this position is necessary to insure a steady supply of high quality materials are readily available.
The Hunt master has theright to request a deposit vendor from the manufacturing leader and to post his needs on the Squad Forum : Hunts at will.The Hunt Master has the right to call on Hunt squads as well as known rangers and scouts to help with critical shortages that destroy Ghost town's medical and manufacturing ability. As all leaders, his decisions may be overturned by 2/3 vote, however such reasons are currently unforeseeable.
Due to the critical nature of these shortages, those carrying out the activities of the hunt master are immune to recall by the War Leader or any other Ghosttown leader until their missions are fulfilled.

- The Resource Master: This is the guiding hand for the gathered resources that are not hunted needed for manufacturing items and doc supplies for Ghost's interests. The long standing shortages have made it very clear that this position is necessary to insure a steady supply of high quality materials are readily available. The Resource Master has the right to request a deposit vendor from the manufacturing leader and to post his needs on the Squad Forum : Hunts at will. The Resource Master has the right to call on manufacturing squads as well as known surveyors to help with critical shortages that destroy Ghost town's medical and manufacturing ability. As all leaders, his decisions may be overturned by 2/3 vote, however such reasons are currently unforeseeable. Do to the critical nature of these shortages, those carrying out the activities of the Resource Master are immune to recall by the Manufacturing Leader or any other Ghosttown leader until their missions are fulfilled.
- The Security Chief: Due to the impending threat of the Security Chief is in charge of checking base times, looking over the defense walls, checking mine amounts, checking turrets, and double checking everything the War leader and others might have missed. The Security Chief also has a very fun job, he gets to coordinate with the guild Bounty hunters and alliance allies to post the WANTED file on Ghost to insure the Imperial war against the Rebellion's Light Jedi is being carried out. As such, he has the right to request funds from the Mayor and Supreme leader to pay for Bounties (up to 50,000 each), collect screenshots, and collect information leading to the continuous law enforcement action and execution of these reality rending traitors. He may be overridden by 2/3 vote though the reasons for this are unforeseen at this time.
- The Medical Leader: The chief organizer and maintainer of Ghost's medical community the medical leader is in charge of making sure Ghost has doctors where we need them and when. This means he pays the hourly wage we offer, with the right to collect from the Supreme Leader and the Mayor to do so. He also coordinates with the Hunt master and the Resource Master to make sure his charges have the proper supplies to do their work. He may be overridden by 2/3 majority though the reasons for this are unforeseeable at this time.

- The City Entertainment Leader: The chief organizer and maintainer of Ghost's entertainment community the City Entertainment leader is in charge of making sure Ghost has entertainers, dancers, musicians, and image designers where we need them and when. This means she pays the hourly wage we offer, with the right to collect from the Supreme Leader and the Mayor to do so. She also coordinates with the city planner to make sure nothing is done to harm the heart of our city's tourism. Due to the extremely fragile nature of tourism and regular entertainment clients, the City Entertainment leader has veto power on any entertainment house move, even over the city planner, the mayor, and Supreme Leader, she may only be overridden by 2/3 majority though the reasons for this are unforeseeable at this time.
- The City Planner:The chief organizer of the structure of the city seems like a nerfed position but it far from it. At a glance, this position seems undermined slightly by the Mayor, the City Entertainment leader, and the Manufacturing Leader; however, this is actually the individual all three and all of the citizens of Ghost depend on to make sure the city is properly placed and centered. In fact, event the War Leader and the Security chief should be working through the City planner to make sure, the wall is closed except for one entrance, mines are properly placed, new forts are lined up to provide cover fire to one another, excess turrets can provide cover, and covert scanners (or dishes) are placed to properly expose weasels for execution.The manufacturing leader and commerce leader also need this person to make sure that the city is able to advertise (by signs and houses) its website, its entertinament areas, and its mall locations for trade and tourism.The City Planner is the bedrock of defense and commerce for Ghosttown, and never anything less than that, since this person's job is all the little things that failure is assured without. Along withtheSupreme leader,the Second and the Mayor, this is the fourth person that the city should place as the secondary on the admin of all structures to ensure payment in the event of a members emergency. The city planner has a huge amount of responsibility and deserves nothing but respect. As all other council officers, he may be overridden by 2/3 majority though the reasons for this are unforeseeable at this time.
- The Webmaster: This is the person in charge of Ghost's website. Along with its security password issue and its updating this is the person responsible for posting messages for emergencies inside the guild. As all other council officers, she may be overridden by 2/3 majority.

- Commerce Officer: The chief organizer of outside Imperial talent to make up for manufacturing shortages here and the facilitator of exporting Ghost goods to other communities for profit. The manufacturing leader may veto the Commerce Officers ability to trade to protect Ghost's manufacturers; however, this should only be done if Ghost can currently meet the demands for quality and quantity for any particular item. It is the commerce officers goal to make sure that any Ghost member can buy whatever they need, in Ghosttown, whenever they need it, as well as, help Ghost manufacturers sell their goods abroad. The Commerce officer has the right to request a vendor from the Manufacturing leader and funds from the mayor or Supreme Leader in order to buy and sell, at cost, items critically needed in Ghost town, from other locations. As all other council officers, she may also be overridden by 2/3 majority.
- Public Relations Officer: Do to the extreme smear that large guilds have on the forums and in the game, Ghost needs a PR Officer to make sure we are properly represented in the Forums and abroad. Simply put, this is our Imperial censor and nice SWG Bria forum correspondent. This does mean that Ghost is nice or cuddly, it means we will have a coordinated public image designer / wordsmith to deal with the daily attacks leveled at us by SWG board trolls. This type of communications warfare is extremely important for Ghost's long term survival and the PR officer is encouraged to get teams to post or counter any negative post in a polite and mature fashion, during offline time.
- Intelligence Officer: The Ghost spy network is disorganized and non accessible in the event of the loss of the leader for a few days. The intelligence officer works with our leader's as well as our alliance officer spies to locate enemy bases and give their positions to the war department, he finds rebel Jedi for the security officer, he finds Imperial Dark Jedi to protect, and he finds out anything he seems necessary for Ghost's well being. He has the right to request funds from the mayor or supreme leader for Intelligence operations. As all other council officers, he may also be overridden by 2/3 majority on any particular project.

17. Diplomatic Officer: The need for Ghost to Improve it's Image in game is readily apparent so we have a diplomatic Officer position being created to help with dealing with other Imperial guilds and neutrals abroad, there might be a need to deal with rebels but that is unforeseeable at this time.
The odd job this entails is little more than traveling and dealing with people or city leaders abroad while putting them in touch with the proper officers in Ghost or relaying information to the appropriate officer. Whether this is a singular officer or a full staff, with at least one diplomat per planet, is up to the Diplomatic officer. The diplomatic officer is also in charge of keeping strong ties with our abroad Ghost members and making sure we take care of those Ghosties that do not live in Ghosttown. He also is in charge of any recruitment drives to make up for shortages of professions that we have, or simply to grow and expand our ranks. He may be overridden by 2/3 majority though the reasons for this are unforeseeable at this time.
18 and above. Squad Leaders and Assistant Squad Leaders: These are the member voted wild cards of the Ghost government. Any squad with five or more members may have a squad leader and at ten members and for every five afterwards they may have one assistant squad leader. Each representative gets one vote and generally coordinates with respective designated guild officers aligned with the squad's goals. They also insure that every member of ghost is not only represented by a designated leader that is chosen for them, but by a leader (s)) they get to chose amongst themselves.
Squads are the backbone of insuring every member of Ghost from top to bottom gets the maximum opportunity to participate to the extent that they wish. They may make proposals, work with designated officer to make Ghost stronger, and have final say on their individual squad projects (as long as no rules are broken). As all other council officers, they may also be overridden by 2/3 majority on any particular project.


II. If there is a dispute with a family member in public, attempt reason and keep calm, if it cannot be resolved contact the appropriate officer who is online (I'd suggest adding all to your friends list including title).
III. Handle ever internal problem at the lowest possible level, try the person first, if that doesn't work, try your squad leader and move up the chain. Everyone will have bad days, please keep in mind, the ghost member you're mad at now may have had a death in the family or something else horrible happen, so be understanding, but address the problem. You can walk away an give it time if you need to.
IV. All members of ghost must be Imperial, unless they are dark Jedi that are stuck at the moment.
V. All members of Ghost must be loyal to the Ghost family and nor speak ill about it in public or in the SWG forums.
VI. Sexual harassment and racism will not be tolerated, period
VII. Membership in Ghost is a privilege not a right, it can be revoked on suspicion of spying, treason, harassment, or destruction of the Ghost family's integrity
VIII. Every member of Ghost is an Ambassador of the Emperor's Image, to smear the Image of the Emperor is treason, therefore do not get caught cheating, harassing or generally making Ghost and the Empire look bad. Remember we are the good guys, they are the terrorists. We prove ourselves by keeping the clone centers full of fresh rebel bodies. The combat operations to do this is about to kick off again now.
IX. Help out a family member when you can within reason, however, you should know that people join the family with no other goals than grabbing everything they can and running, so report consistent behavior in this regard so that the thief may be kicked out
X. We cannot do guild and emergency messaging without doing the entire guild, you do not have to respond and you can delete, but in a guild of several hundred members that is growing, the only way to reach everyone quickly, so that everyone has the equal right to participate, we are forced to email people who may not be interested. You do not have to respond and you have a sincere apology for any irritation this may cause. If you are a none pvper or if you are on a errand for the guild the language for all Ghosties to come does not apply to you, period. Just delete it and know that it was not sent to irate you but include you, as a family member, if you were interested.
XI. If funds are requested and you choose to do a Mok hunt to beef up city funds, you may not donate any more than 50% of what you make to Ghost orthe treasury. As strange as it sounds, we need you to take good care of you, just as much as us. Generosity that leaves you bankrupt is no use to us and only causes frustration in the ranks. If you choose to donate 1 million credits you need to keep one million credits for you. This is an order. It is better for you and it is better for the Ghosttown economy. The proper place to donate funds is always city hall at the city terminal or it can be directly to the Supreme Leader or the Mayor directly. Funds drives from this point for will be request to go and make money, not deplete what you have on you (crafters, medics and entertainers may option to donate directly, but we would prefer a portion over what you make for a day, rather than what you have on you now, again we need you wealthy, happy, and healthy)...


I. You have the right to be part of the best family in SWG and you have the right to representation through you designated leadership and elected leadership (squad officers)
II. You have the right to speak you mind; however, it should be done privately, not in public screaming matches on team speak or guild chat
III. You have the right to reside in Ghosttown and take in the benefits of one of the greatest metropolises in all of SWG
IV. You have the right to pvp. You have the right to decline pvp, be it a permanent choice or temporarily in order to level, or accomplish other critical missions for you or Ghost.
V. You have the right to recruit good Imperial friends into Ghost
VI. You have the right to access the best website in all of SWG at www.ghost-pa.com
VII. You have the right to form your own squad with as little as three people and get your own forum in Squad forums
VIII. You have the right to designate a responsible squad leader or become one, as well as, an assistant squad leader, per five members in your squad.
IX. You have the right to representation through the appropriate designated leader or your chosen squad leader
X. You have the right to make suggestions inthe ghost web forums


Amendments
Amending this document: this document may only be amended by 3/4 vote of the council after a 2/3 vote to do so from the entirety of the active guild (those that have logged on in the past 3 days). Such a vote request must be done on the Ghosttown forum directly to insure fairness in calculation that may be verified by all. All amendments shall be written as amendments.
Once voted into effect, by the council, this document becomes Imperial Law in this guild...
Amendment 1
Where appropriate the name Ghost is hereby amended to read HAUNT. Also due to the code change related to the Mayor, so that he might only withdraw 50,000 credits per day now, the Constitution is reduced in its requirements, so that 2.5 million should be the goal for City Expenses and the guild banking duties be divided to the guild individuals themselves, so that the guild will not be hindered in reaction, in times of emergency, by the majority of guild funds being inaccessible...
Amendment 2
Recent events have uncovered a glaring weakness in our military capacity as a guild; therefore, due to the immediate and military nature of our need, we hereby amend the guild charter to allow for HAUNT to maintain limited special operations units of unquestioned loyalty regardless of faction.
Our current lack of combat flexibility has been exploited by declared enemies. Our factional purity has been used as a way for them to hide from combat while working on long term goals to undermine our guild's prosperity. Thus, in response, we will allow the option for non traditionally factionally aligned members to give us attack and defense capacities that the game does not otherwise allow. This amendment only applies to those who have proven themselves over time to be completely loyal to HAUNT and is not a doorway by which the guild may be disrupted. We reserve the right to utilize this amendment to mirror and counter tactics used against us, so that our good intentions may never be used as advantage to be exploited by our enemies.
